About Us

Community Service Programs:  FOTE operates a food pantry & clothing closet that services the entire Hampton Roads area- including the Peninsula.  We are produce to be an Operation Blessing Partner.  Our foundation also makes referals to partnering agencies for those families/individuals in crisis.

KIDS 1st Programs:  The Mission of the FOTE’s KID’s First Program is to provide children with the opportunities for academic advancement by providing tutorial assistance with an emphasis on math, reading, writing and to provide family support during enrollment in either FOTE’s Community Outreach Program.  It is our foundation’s firm belief that children should always remain children and to give them the proper tools, opportunities and guidance despite their family’s circumstances that are beyond their control and comprehension.

Transitional Housing:  The transitional housing program is designed to provide a one (1) to two (2) year residential and supportive services program to lower-income families who are either experiencing homelessness or about to become homeless.  It is our mission to promote suffiency and permanent housing upon the completion of our housing program.

Our mission is not to provide a temporary solution to homelessness but to provide long term solutions, such as needs assessments, case management, substance abuse counseling & referrals, education/academic training referrals, therapeutic support groups, parenting class referrals, individual and family counseling, and more importantly life skills training.

Approximately 43% of homeless families lack life skills training.  Our residents attend life skills training classes which focuses on developing and building skills in the areas of budgeting, personal finances, continued self-esteem, goal setting, assertiveness, resume writing, job search and interviewing techniques and how to locate and secure affordable housing.

FOTE networks with all Hampton Roads agencies and receives referrals from our neighborhood shelters, churches and other social services agencies.  It is our goal to provide comprehensive community service not only to our residents but to our community as well

Company History

FOTE Project 2000 was established in June 1991 by Mrs. Cleo Rush.   Mrs. Rush has a long standing history with the Hampton Roads area and its surrounding communities. Friends of the Elderly began originally in Virginia Beach but was known as Salem Acres- an assisted living home for the elderly.  Salem Acres took care of elderly citizens who were economically disadvantaged.  Shortly thereafter, Mrs. Rush introduced to several homeless families who were in need of a place to stay and sheltered them because they were families and not the depicted typical homeless.

After listening to countless families that were sheltered at Salem Acres, she decided that there was more to be done and she wanted to be the one to do it.  With the help of concerned family members, concerned friends and an all volunteers staff, FOTE Transitional Housing and Community Development Progams opened its doors and for the first time, not as a shelter but as an intervention housing agency.
